Gathers violations from pre-computed metric results
Parameters
- metricResults: MetricResult[]
  The metric results to check for violations
- Optional allowEmptyTests: boolean
  Whether to allow empty tests (when no files match)
- Optional filters: Filter[]
Returns (MetricViolation | EmptyTestViolation)[]
